Jerry Bellikka provided a review of the Functional Planning Study (FPS), completed in Winter 2025. The FPS recommends a Diamond Interchange as the most cost-effective solution for the intersection at Highway 16 and Highway 855. Key Points The next step is securing a budget allocation of $2–3 million for Preliminary and Detailed Design. This request will be submitted to the Treasury Board in December 2025, with a decision expected in the February 2026 Provincial Budget. Jackie Armstrong-Homeniuk – MLA, Vegreville–Fort Saskatchewan Honourable Devin Dreeshen - Minister of Transportation and Economic Corridors Jerry Bellikka – Chief of Staff, Ministry of Transportation and Economic Corridors Rizwan, LC for MLA Jackie Armstrong-Homeniuk Meeting Overview: The meeting commenced with introductions, followed by Jackie Armstrong-Homeniuk sharing that the meeting purpose was to update Bernie on the progress toward approval of building an overpass on the junction of Highways 16 and 855. Devin Dreeshen gave his condolences and confirmed that the submission for funding of the overpass is underway. MLA Armstrong-Homeniuk stated that Bernie was the first person who was personally invited to meet Minister Dreeshen. The Ministry's 2026 budget submission has begun and includes funding for the overpass (which is Jackie Armstrong-Homeniuk's primary request). There are many rounds of negotiations with the Treasury Board before Project Annya can be fully funded. Minister Dreeshen reiterated his support "This is going to get across the finish line in our budget." Minister Dreeshen explained that the upcoming milestones following funding approval, is to design and engineering plans to put out to tender anticipating that construction may begin in 2027. Discussion about whether there has been enhanced Police presence at the intersection subsequent to MLA Armstrong-Homeniuks's request took place. Other factors regarding highway safety included that there are approximately 400,000 new drivers in the last 6 years across the province, and the presence of excess speeding. This was supported by Bernie's examples as an experienced driver across the province. Further discussion about what can be done to educate people about safe driving and the laws of the road. Jerry Bellikka indicated that the Ministry is going to write a letter to the County of Lamont to update them on the project. Bernie requested that a letter be sent to the County of Minburn, as well and provide a copy to Bernie for posting on Project Annya website. The Ministry will send Bernie updates on the progress of the tenders and budget as it is available. Typically projects like this are "a slow moving train" but everyone involved trying their best to put a little extra speed on this project. Following the meeting, Bernie attended Question Period as a guest of MLA Armstrong-Homeniuk and Minister Dreeshen, and was introduced to the Assembly.
